Allow anonymous sharing with safeguards

I think we also need to add monitoring for sharing volume(eg to prevent abuse) and no-longer require logins for sharing #725 (comment)

This has all kinds of abuse potential, so we'll have to think about how to make it usable. It also has the potential or people to post things on our site that we don't ever want to be there.
