Fail when hooks have invalid properties #169

See taskcluster/community-tc-config#384 where a Hook resource had a routes property in its input. Hooks don't have a routes property, so this should have been flagged as an error.

I'm removing the "good first issue" label. @djmitche may have had an idea how to implement this, but I and the remaining staff members do not.
