Describe the bug
Proposal background images only display in firefox, do not dispaly in chrome

To Reproduce
Steps to reproduce the behavior:

View homepage in chrome
See default background image placeholder
View homepage in firefox
See background images displayed

Expected behavior
Background images should be browser agnostic
