[ 2375076 ] component releases require release note from release_info file

need to have content from release_info file.

Hi Thomas,

Currently, the release information is sticked to the AIO version, not component's version.
So that, we need to define new section/file for component version in this case.

Besides, the component's release (trigger Release workflow) is usually depended on AIO release.
So it may content the changes of more than one version (increasing for each feature) from component.
