[ 2375063 ] avoid long github copilot registration process after update

When user installs an RobotFramework AIO update its again required to do the long github copilot registration process.
For Windows as well as Linux github copilot configration shall be unchanged in case of an update.

This process must be fully transparent for the user.

Only in case of an incompatible change (e.g. copilot configration files are incompatible to new copilot plugin version) we delete the configuration data and force the registration process again.
