write guide on how to upload articles

  1. use hugo new in central repo to use template
  2. copy template and paste in correct dept repo
  3. upload images

gonna make a 2023-images repo per steps in theZFJ/theZFJ.github.io#9 in the static folder. dealing with google photos URLs is excessive. we can just do stuff how Hugo wants us to.

after excessively long shenanigans as detailed in https://stackoverflow.com/a/75955429/16533221, i've added the images submodule and will now test it
