Intermittent failures (meta issue)

This meta issue tracks intermittent issues. These issues occur often enough to annoy or concern us, and often disappear when the test that caused them is run again. They might result from real issues or only from poorly calibrated tests. In the latter case they are still problematic since they make it harder to rely on the tests.
