Poll Validation Bug Fixes

There were some edge cases with poll data validation that resulted in a valid form that could not be saved.

Also moved to hide the published/end_date from the new poll form. There was a nasty edge case with a third party poll provider that broke saving new polls with edited dates in an annoying way.
