Incorrectly-entered results are often a cause of concern, especially at larger competitions where it might be hard to keep track of all issues or even get hold of the data team. If we had a feature whereby users could submit a review request along with a motivation (text description, picture of scorecard, etc), that could help manage these issues.
We could also introduce checks to ensure that subsequent rounds can't be opened before all flags are resolved.
Abuse would be handled through delegate intervention, and disciplinary action if needed.

You could also have a timeout of 5 or 10 minutes before you can submit another flag. I imagine that would slow down most spammers.
Sounds like a cool feature although I imagine some delegates would much prefer to speak to them in person, so perhaps delegates could have a switch to turn it off for a competition?
The other concern with abuse is people just spuriously reporting results and wasting time.

I expect most of these would lead to some kind of in-person conversation - but it can often be difficult to keep track of results changes that need to take place, especially if a comp is busy. We can consider a toggle though.
