Allow time taken for a DNF to be recorded #190

This would be a precursor to implementing cumulative time limits (#5).

Time taken for DNF would NOT be displayed publicly on WCA Live - this is only for admin purposes
Time taken for DNF would be optional to enter
Time taken for DNF would not be sync'd/pushed to the main WCA website during results export
