Raster Sampling

Input: raster, gdf of grids or points
Process: sample raster pixels that align with the input points or centroid of grids
Output: gdf with new column corresponding to the values of the pixels from the raster
intended use: convert raster to vector by using index search on rasterio image
sample use case: sample pixel values when pixel size is larger than the AIO - multiple grid tiles coincide with one pixel
