Add early exit for the tigris db local up command

Is your feature request related to a problem? Please describe.

It's a feature request for a command tigris db local up runs.
The problem is that first, tigris cli downloads all the images and does all necessary stuff to prepare just to, (second) find it out that the port is busy and to fail.

Describe the solution you'd like

To add the check at the very beginning if the port is busy?, exit if it is with a message, i.e. The port is busy, is tigris server already running?
