There are difference of treatment of these tags between countries.
For example, in Europe, it seems they are related to city size, but not in China for example, cf this comment on changeset : https://www.openstreetmap.org/changeset/56686792
Shouldn't we play with admin_level?

AFAIK, place=* nodes does not have admin_level, only the related relations.

Maybe that's not a bug but a feature to have cultural differences like this in the map?
