I have searched existing issues (https://github.com/topaz-next/topaz/issues) to see if the issue has already been opened, and I have checked the commit log to see if the issue has been resolved since my server was last updated

This issue occurs on release branch. If another branch, please specify:

Additional Information (Steps to reproduce/Expected behaviour) :

It was observed that an idle server is accumulating almost 200kb/day (IIRC) of Lua memory usage. There also seems to be even smaller leaks in Core.

Since they're so small, the threat level is lowered from "SEVERE!!" to "High!".
