Why

現状のWaroomでは、インシデントに対してCRITICAL、HIGH、LOW、INFOの4段階のSeverity設定できるが、組織によっては、すでにSeverityを運用しており、その内容に合わせて3段階にしたりラベルをP0〜P3にしたいという要望がある。

そのため、Severityをカスタマイズできるようにしたい。

What

Severityの数と名前をカスタマイズできるようにする。
