Add gl- prefix to all tags

Set up forward-compatibility for a Web Components version, should we decide to do that.

• Prefix all other tags with gl-

Hey there - I am actually working on web componentization off to the side right now... so let's not duplicate effort. How about I do a first pass in a new branch and let you know when? Probably a few days away because I am going to integrate @RangerMauve 's new build system first and before that even I am finishing up some basic documentation. Stay tuned and thanks for the help!
