Is your feature request related to a problem? Please describe.
There is a probleme with boto3 and host other than AWS if you do not provide the region. Thus the endpoint is not set correctly.

Describe the solution you'd like
Add the region to boto3 session settings in the s3.py and make it adjustable via config.
