Misc. Improvements

The core of Rodhaj has been complete. All of the basic functionalities are programmed and could be used, but I'd not rather use it in production. So these below are just a list of misc improvements that i'll be working on as the core features are compelted.

Dev related

• Better cog reloader (using Catherine's Chan library reloader w/ a deep reloader) (Implement better extension/library watchdog #58)
• YAML config w/ config layer instead of using an ENV
• GitHub thread in dev-team channel

Rodhaj related

• Custom prefix support
• Blacklist?
