This already exists on the API, of course. In general lakectl does not support prefix args on any of the list commands, only after and amount. @treeverse/product if we do this please let's do it for all list commands -- it's easier to do it once than one-by-one.

Add a test for ListBranches "prefix" branch

Issue #8479 _asks_ for this arg, but it already exists.  It exists and is in
use, but obviously we can do better at promoting it.
