Version 1.3.2 contains untested smc_k code

Version 1.3.2 was intended to be a hotfix release that put recent fixes for packaging etc on the stable code. However, some of the SMC K change that we were specifically not releasing (in commit 8ac290a) has been included in 1.3.2.

There's hopefully no damage done as the rest of the code seems to be pretty stable and all the statistical tests are passing. We will need to check that the statistical tests do in fact pass for 1.3.2, though.
