provide a way to rebalance without allowing new uploads to write to new devices #49

What steps will reproduce the problem?
1. add 45 or more new devices from a single host
2. this new host gets overloaded with new requests because the new space is 
favorable

What is the expected output? What do you see instead?


What version of the product are you using? On what operating system?
2.46, CentOS 5.5

Please provide any additional information below.

It would be nice if a rebalance was possible without allowing new files to be 
uploaded to new devices. This would allow someone to add new storage space and 
rebalance before allowing new uploads here.

linking this in here. This patch mostly implements a fix for this, but the 
problem is a little more complex than first thought.
