What steps will reproduce the problem?
1. Zoom in on an SVG with text element
2.
3.

What is the expected output? What do you see instead?
Proper scaling on text, however text does not scale.

What version of the product are you using? On what operating system?

Latest, all OS's with chrome have same issue.

Please provide any additional information below.

I've been using SVGPan for some time with no issues for text objects.  Please 
include sample SVG.  I suspect it has to do with which element you've placed 
the id="viewport" attribute on, or the base size of your text is too small 
(I've had issues with SVG rendering [not with SVGPan] when using very small 
fonts - I workaround by scaling with a matrix).

Sorry -- after some investigation, it appears the text scaling is broken in 
chrome -- the newer version of chromium 21 and later appears to solve this 
issue.
