Jenkins.getInstance().getInjector() is null at initialisation #1

Hi, great plugin but I'm getting inconsistent results. In trying to debug using mvn hpi:run I discovered that the injector here is often null - https://github.com/uaarkoti/cors-filter/blob/master/src/main/java/org/jenkinsci/plugins/corsfilter/AccessControlsFilter.java#L42

I don't know Jenkins well enough to know the initialisation lifecycle - can you help?
