Add the basics to ActsAsRDFable gem #15

This gem is lacking all the basics of a good gem:

documentation
a changelog
linters
CI (when we tackle this, maybe look into upgrading the ruby version here, currently at v2.4.X)
creating a real ruby gem release (this will also force our version.rb file to be in sync with the latest release)

We should try to improve this in ActsAsRDFable
