Reviewer Confidence Incentive

There are four recognized review states on GitHub.

• Pending
• Reject
• Comment
• Approve

We want to incentivize high quality reviews.

We should monitor for reverts and reward proportionally based on the original linked pull request.

Pending and reject state reviewers are ignored.

Comment I'm unsure

Approve should be slashed somehow.

The idea is that the reviewers should be able to signal their confidence level in a standardized way, and with high confidence (approve) being the highest risk/reward.
