Mobile: Post launch and site by site changes

Capturing things to change after launch and/or on a site-by-site basis.

1. Wrapper of site titles (standardize on a <p>, remove naked titles and titles in <h1>).
2. Remove local-html-head from data definition.
3. "Quicklinks" links and dropdowns should be in an actual <a> tag and not a <span> (accessibility).
4. Replace the "Did You Know" image file with styled text or an SVG vector image.

• Standardizing the wrapper elements for footer links? This could easily be done with a data definition and format.
