Enquiry management tool should be general purpose for campaigns beyond Ready to Trade #50

At the moment the header shows the service name to be Ready to Trade.

In future we may want the tool to support multiple campaigns other than Ready to Trade.

The service name at the top should probably be Enquiry Manager, Enquiry Management, Enquiry Management Tool, or similar.

Then, users could select a specific campaign, e.g. Ready to Trade, and would then see a page similar to the tool today.
