When submitting an enquiry to from the Enquiry Management Tool to Data Hub, the enquiry will create a new contact record and append it to an existing company record.
If the company does not have any existing contact details, the contact record should be submitted as "Primary".
If the company does have existing contact details, the contact record should be submitted but not listed as "Primary"
Currently, every single contact record that is appended onto a company record is appended as "Primary"
