拼音的转换成本我不确定，但应该比 hash 大，可以考虑加个配置项或专门做个插件，对中文锚点用 hash 值，和语雀类似 |

当英文下，锚点正好是英文单词用中划线拼接，为 https://ant-design.antgroup.com/components/upload#why-sometimes-chrome-can-not-upload
