Improve reproducibility by adding specific CLI commands that generated the hardware data

We have initial hardware data posted here: https://github.com/unitaryfund/metriq-gym/wiki/First-Hardware-Data

This would be improved by adding the specific commands on metriq-gym that generate that data, e.g.

python metriq_gym/run.py dispatch metriq_gym/schemas/examples/quantum_volume.example.json --backend ibm_strasbourg --provider ibmq

The idea is to have things as step by step as possible and ideally have each row of data come from a single (or a couple with job polling) commands.
