Polling by job type and polling for all jobs

Contingent on #83

We should support the ability to poll not just via job ID but also by job type. This would allow the user to poll for all jobs of a specified job type (i.e. quantum volume, CLOPS, etc.).

Additionally, we should enable the user to poll all of the jobs (i.e., all of the jobs that would be in their local *.jsonl file that contains the dispatched jobs to poll).
