Additional tag functionality for Examples in docs

This issue is being opened to track melissawm/sphinx-tags#108 and came out of the work done in #2463 and #2467

This is a feature request that would allow for the tags to be listed at the top of the Examples home page. Selecting a tag or multiple tags would allow for filtering the examples.

Hey Moses, thanks for your interest here! This issue is just for our tracking purposes to track melissawm/sphinx-tags#108 (linked above). In order to close this issue, the feature needs to be added in sphinx-tags (not Mitiq).
