[Issue]: Create new output template button

Why is this issue important?

There is no button to direct users to https://staging.cpf.usdr.dev/output-templates/new

Current State

USDR Admin are the only users with access to the Output Templates tab. when you go there, there is no button to create a new reporting period, so you have to manually go to https://staging.cpf.usdr.dev/output-templates/new to create a new one.

Expected State

Add button above the table that says "Create New Output Template"

The styling should be the same as the "add new reporting period" button on the reporting periods tab:
https://staging.cpf.usdr.dev/reporting-periods
