The beginnings of a product plan has been documented at https://github.com/usds/apis.gov/blob/master/product/planning.md, however there are areas that have been thought through or fully addressed yet. Those need some love and attention.

Areas to work on:

Key metrics
Resources Required
Contributor Profiles
Contributor Channels

(the final two in the above list are a necessity if this will be an intentionally open source effort)
