When attachment added in ticket thread reply so these attachment not downloaded on admin and customer both side

How to Reproduce:

Step 1: Login with WP admin dashboard

Step 2: Now create a ticket with attachment this ticket attachment download and also showing correctly

Step 3: Now added a reply from admin or cutsomer from dashboard and mail reply with attachments, here reply added with attachment but if we clicks on attchment for view files or download the file so it is redirect on the same ticket:

On customer panel also redirect on the same ticket when clicks on attachment:

Possible Solution:

If we have attachment added in reply of ticket from dashboard or mail reply so here attachment should be download and also view like when craete aa ticket with att.:
