TODOs:

  • Move CONTRIBUTING.md to root directory
  • Refactor CONTRIBUTING.md to point to contributing.rst
  • Update the contributing.rst to point to the CODE_OF_CONDUCT.md

Note: For this issue, we are using the xarray as an example
