Volume During Notification setting not working

Description

The volume during notification setting appears to be ignored. Whether I set it to 0 or 100, the volume still drops (to 50%? not sure) during a notification and when using Google Maps navigation

Steps to reproduce the issue

1. Set volume during notification to 100%
2. Play a song
3. Receive notification
4. Notice volume drop

Not sure what's going on. It's not entirely ignored. I've got it at 100% now and it's working but if I drop to 0 or any other number it stays at 100
