登录后台下载包含中文的文件时文件名无法正常转码的问题 #200

如题：
我在登录管理后台后看到了已经上传的所以文件，我点击下载时发现如果文件名中包含了中文，在下载后得到的是未解码的URLDECODE编码，我通过站长网站解码是能正确还原出对应的文件名的。
而非中文文件名下载是完全正常的。
希望作者有空帮忙修复一下这个问题，谢谢。
