Add functionality for telemetry-based actions

Various tools have additional equipment required to operate them properly. For example, the table saw and jointer/planer both need the dust collection system running. With the appropriate functions, TACOS could engage the dust collector as soon as the table saw was activated, lock out the jointer/planer while the table saw was using the dust collector, and shut off the dust collector once the table saw was disabled.
