reported synproxy support here loxilb-io/loxilb#670, wonder if it might be easier to add syncookie generation and syncookie validation in the tcp state tracking here https://github.com/loxilb-io/loxilb-ebpf/blob/main/kernel/llb_kern_ct.c#L263-L481 and adopt the https://elixir.bootlin.com/linux/v6.11.3/source/tools/testing/selftests/bpf/progs/test_tcp_custom_syncookie.c#L314-L362
