Implement support for "Ranked voting" in the UI-components.

When this voting type is selected, the voting page (question/option component) should allow users to order the options.

Acceptance criteria:

Enable ordering via "Up/Down" buttons on each option.
Ensure that the ballot box accurately captures the ordered options.
