Calling Environment::Initialize() / Environment::Cleanup() multiple times per process might lead to segfaults with latest embedded vc143 runtime.

fixed #362 : remove usage of static enviroment andHandleStore instances.

Introducing a unwanted dependency in HandleStore on Environment that will need to be fixed later (refactoring needed)
