Some considerations that aren't mentioned in the section linked above (thanks @AutoSponge):

  • Transparency
  • Color
  • The size of the thumb (especially key when considered in combination with long pages and/or thin/transparent scrollbars).
  • It's possible for the scrollbar to be styled to be invisible.

@AutoSponge suggests a blanket warning along the lines of: If you use these properties, you're responsible for ensuring that the scrollbar meets WCAG requirements.
