Can I make a custom rule, that runs and gets fired without specifically the <if_sid>?

I want the rule to run if conditions are met without depending on any other rule.

take this as an example:

etc/lists/Whitelist-URLs Global whitelist for URLs

If any URLs match this list, this rule must be fired.

Is that possible?
