The can_vote attribute was added, but the scheduled task is failing for an unknown reason. Will need to debug this.

There's a potential fix in #21, so we'll see what happens then.

The scheduler started working, but it exhausted our Graph API rate limit. I'm going to move the code into a console command so that the Heroku scheduler can directly call it.
