Start/Initiate a developer/contributor documentation for the project.

@laghee do not hesitate to make choices and setup the environment as long as it is thoroughly documented. When I'm away, ask @miketaylr for reviews.

I have used Pipenv for almost a year and still remember the dread of updating it. There were times when each release introduced a new breaking regression – including the last two as of me writing this.
