Scrollbars not the same as vanilla

Will probably need upstream edits to nuklear to support a scrollbar widget whose "movey bit" stays the same size, as well as a repeating as opposed to stretched texture background.

I like the OS style scroll bars, maybe whenever it gets replaced by the vanilla behaviour keep it as an optional feature.
