Might be worth adding a pre-merge check which ensures that some of the wof:hierarchy fields are set, eg. for wof:placetype: "neighbourhood" I'd expect to see at least a country or dependency, probably also an associated locality.

Thanks @missinglink .. we can definitely re-PIP this one as a one-off. Are there other examples of records that need similar work done?
