Right now bridge nodes can claim data requests by computing their own eligibility. The main reason for this approach is to avoid multiple bridges forwarding the same data request to Witnet at the same time (thus all but one losing their rewards).
An alternative approach would be to have a claim process based on bridges staking some value until its inclusion can be proved.
