Install a new package django-boto

We will need to upload images to Amazon S3 so we need to add a new dependency: https://github.com/qnub/django-boto

• Add this package to the requirements.txt

There is nothing else to be done at this stage but to add it to the dependencies :)

Not quite need to follow the link above and setup all the required settings even if for now it is to dummy data like TODO and make sure the app still runs as expected without errors

For the purpose of this ticket we can just set it up with dummy values, there is a ticket in the backlog to create AWS account to use I believe someone has taken it already so they can later add the real keys. AWS is free to use btw upto a certain point for 1 year
